Pete Rose is finally out of MLBs doghouse, and he has some company.  Rose, placed on the leagues permanently ineligible list in August 1989 for gambling on baseball, was reinstated by commi sioner Rob Manfred on Tuesday  and was joined by Shoele s Joe Jackson and other deceased former players who were on the permanently ineligible list.  Obviously, a person no longer with us cannot represent a threat to the integrity of the game, Manfred wrote in a letter to attorney Jeffrey M. Lenkov, who Jan. 8. My decision today is consistent with Commi sioner Giamattis expectations of that agreement.  Commi sioner Giamattis comments were completely reasonable given that, at the time, the Hall of Fame did not have a rule barring people on the permanently ineligible list from Hall of Fame consideration. In fact, Shoele s Joe Jackson was afforded the opportunity to be voted upon in 1936 and again in 1946.  Names impacted by Tuesdays decision included Rose and Jackson, along with Eddie Cicotte, Happy Felsch, Chick Gandil, Fred McMullin, Swede Risberg, Buck Weaver, Lefty Williams, Joe Gedeon, Gene Paulette, Benny Kauff, Lee Magee, Phil Douglas, Cozy Dolan, Jimmy OConnell and William Cox.  Jackson was banned in 1921 after the infamous 1919 Black Sox scandal, in which he and his Chicago White Sox teammates fixed the World Series.  The move makes Rose and Jackson as early as 2028.  However, in his note, Manfred was clear that his decision didnt have any bearing on how Hall of Fame voters should vote.  I want to emphasize that it is not part of my authority or responsibility to expre s any view concerning Mr. Roses consideration by or po sible election to the Hall of Fame, Manfred wrote.  Aaron Schunk Jersey
